I just ticked the "Synchronise audio with video" box in MameUIFX32's Sound option dialog. This should auto-adjust the sound so it syncs with the video, but I honestly can't tell at all.

Stock MAME is unable to fix this problem, as you have already found out. You will have to use the soundsync patch from GroovyMAME or CabMAME. With it, you'll have perfect scrolls and perfect sound in all games.
