Get the M7 output as high as possible (avoiding overdriving the M7 and introducing distortion, of course!), then adjust the attenuator on the output to keep from overdriving the power amplifier. You don't want to reduce the input signal any more than necessary to preserve the signal-to-noise ratio while keeping the M7 distortion under control.

Gain reduction on the M7. There are a few ways to do it. Replacing the 2K cathode resistor with two 1K in series and put the cathode cap across the 1K as shown in the pic. Or Remove the capacitor across the 2K Or To keep the M7 as in the original circuit, use a volume control on the power amp. Or

The HT board is completed (silver wire audio note solder) on "kite" following audio notes ideas. I mounted the resistors and first cap on turret tags for ease of mod / replacement if needed. Input is via 500 ohm ohmite WW feeding (Audio Note caps)10uF 500V to 11K feeding 100uF 500V split to two circuits 2.2K WW welwyn feeding 100uF 500v.
