The initial 25 fps at the beginning is the default value which later get's changed to fps: 29.970, so that isn't related to the issue. If you want to keep Hybrid from deinterlacing you should enable x264->Frames->Advanced Frame Settings->Interlaced encoding. Hybrid will then not deinterlace the source.
