    There is no setting within Sound Recorder to do it. However you may be able to alter it indirectly. Go to: Start->Control Panel->Sound->Recording tab ,. right click on your mic/input device and select Properties.Now go to the Advanced tab and select the quality you want from the dropdown menu and hit OK. I've never tried the above, so I don't know whether it'll work.
