Interestingly, I have one VOB on my system which has AC3 audio - I can play it back in Quicktime player on MacOS 10.15.6 and I get audio. I can also open it in Audition and I get audio. I'm in agreement with Warren to pull out the audio separately and then match it back in PPro - it's obvious PPro has issues dealing with the highly compressed audio segment of the video.
