PulseAudio bug report: "My friend has a weird crackling that will happen on GNU/Linux Mint 14 where there's a sudden crackling and static feedback. I was able to get rid of the problem by purging Pulseaudio. I was able to temporarily fix the bug by doing a killall on Pulseaudio. Here's the audio output via lspci -vv:

After some googling I found this bug report on launchpad in which someone posted a "workaround" that is working for me. Configured VLC with the settings below by going to Tools->preferencs. Then click save and close all VLC instances before re-launching your video. Now you can seek without ever losing audio.

When using the phonon-backend-vlc with PulseAudio, the notication volume gets always reset to 100% at login. So the next notification sound will be played at 100% volume, which also raises the overall volume to 100% (with the default flat-volume=true).
