Its been possible to bitstream hd audio codecs from a PC for years, from just about any PC with a HDMI port. The last time this used to be an issue was back in 2010 sometime. Is there something unusual you are trying to do? Otherwise its just a case of the playback software, i.e. Plex, Kodi etc. being set to bitstream.

Once the drivers were installed, the properties for sound playback indicated Dolby HD and DTS MA could be bitstreamed. After upgrading the driver this was no longer so, and there's no mention of Dolby HD or DTS MA in the supported/encoded sound formats. I had to search for a driver from May, 2016 which will enable bitstreaming DTS MA and Dolby HD.

Here I am on yet another WinXP HTPC build using another ATI card (this time an HD5670) and I still can't manage to get DTS/DD to pass-through. Audio works fine, dts/dd won't bitstream. ATI's onboard video works properly, but every time I try a PCI-E video card, it never works. Maybe it just doesn't work with XP?
