Foreign audio search is a special mode where it tries to find a subtitle track that has few lines in it, that looks like it's a track for a foreign language. That search code is built into HandBrake. The Language-based selection is done with VidCoder, as it looks over the list of subtitle tracks. It doesn't look inside any of these tracks the way Foreign Audio Search does.
