We used to be in a Terminal Server Windows Server 2003 environment. We have since moved to Windows Server 2008 R2, which is now Remote Desktop Services, and have doubled the system specs in the move (2x RAM, etc.) Interestingly, on the 2003 TS server, with the same number of connections, people had no issue watching youtube videos.
