Open xbox game bar (win + G) then go into audio settings at the top then in the settings go across to voice and then change default communications output to desired device :) What a needlessly complicated way to change it when it could have just been an in-game option, but hopefully it helps someone, so I'm marking this as the solution. Most games allowing you to pick your output device for voice contents will allow you to select a second device/sound card to split output. You could try changing your default communication device under control panel's "Sounds", but I'm not sure if Steam will use/adhere to this choice. Outside the game, windows audio control panel. Set "default communications device" to whatever you want the voice chat to come through - in this case setting both default and default Comms device through your headset.
