    If you want to split the file into 13 seperate files, yes you can do that. Highlight a section, click Copy, then Paste New, and you you'll hve a new file containing the selected audio. If you want to add a few seconds of silence between sections, you can do that. You can't have "chapters" or multiple track numbers in a standard MP3 file.
