Just replace it with the one in your game folder here: "C:\Program Files (x86)\Steam\steamapps\common\SpecOps_TheLine\Binar ies\Win32". The sound for the intro of the game still doesn't work for me but the cutscenes all work fine for me now. Hope this helped. fixed it - thanks a lot dude!

Sep 28, 2016 @ 2:32pm. According to PCGamingWiki, that is due to needing to DL and install binkw32.dll. First, check to see if binkw32.dll is in the Binaries>Win32 directory of your game install. Even if it's there though, it could be corrupted, or being conflicted with by another program (read below).
