    The snd_rebuildaudiocache command tells the game to refresh that cache based on what's currently in the game's sound directory. I'm not sure if it includes addons, but I would guess not. In effect, what rebuilding the audio cache does is allow you to use custom sounds that are much longer than default, or that you can't change to fit how the game regularly plays them.
