It depends, what game are you trying to rip it's files from? But generally, PSound is the easiest utility to do that. However, it's easiness comes with a great cost. Most of the times, you'll have to figure out the sample rate/frequency by ear and the tool applies it globally across the scanned files, and this can be a real PITA if the files are using varying sample rates.
