Try Reaper - it is very small, downloading and installing it will take less than 1 minute. Has built in notation as well, as audio / midi / everything you could want, and super easy to use. Or alternatively, if you transcribe the music into Sibelius you could the spoken words as lyrics in a separate staff (or as text above the music, no pitch). --

This is useful if you want, say, create a precise score around a voice recording, like Gavin Bryars' Jesus' Blood. However to obtain an audio result where the voice sings with a Sibelius score orchestra it's better first to do Audio export and then add the voice in any other Music Editing program. GarageBand can do that very easily.

In Sibelius 7: Go to the tab Play >Video>Add video This will open a window so you can find the MP3, select it and click open. The video window pops up in a smaller size that shows just the audio volume control. Now when you start playback of Sibelius the MP3 will play along.
