So both .pulse-cookie and .config/pulse/cookie might exist when PulseAudio 1.1 is installed. When we did not set auth-cookie at all, if the following conditions were met, PulseAudio failed to create the cookie and therefore failed to start: 1. PulseAudio 3.0 & later on Windows 2. On my Xubuntu 18.04 system, I had a problem with pulseaudio not accepting the ~/.config/pulse/cookie file. I tried to reinstall pulseaudio as suggested in the other answer but that didn't help, so I simply removed and re-generated the user configuration as follows: mv ~/.config/pulse ~/.config/pulse.old pulseaudio --start
