So a friend has a pal slim console running rebug, everytime he wants to use an ntsc ps1 game audio skips a lot, not only Redbook audio but xa audio too. Changing emu to netemu alleviates the issue but the problem is still there. This doesn't happen with psx classics however. Is there a way to fix this.

Try every audio option ONE AT A TIME and note performance ( do not ignore the 'one at a time' rule). Repeat this with the video settings (the audio will stutter if the CPU gets bogged down. While it's unlikely that your GPU is the bottle neck, being that it's an emulator, absolutely everything has to go through the CPU).

From the sounds of it, the issue you have is with the media and maybe the disc you were swapping with dind't have enough tracks on it to match the game you were trying to load.
