Possible solutions: a) PulseAudio could create dsnoop and dmix ALSA devices for newly inserted USB cards b) PortAudio could natively support the PulseAudio API like it now supports other APIs like e.g. JACK. The a) is ugly workaround, b) is being discussed in the PortAudio upstream. So it seems there is no bug, closing.
