If the SYSCON wasn't working you would know about it as your PS3 would not boot at all. It has more functions than the ones I mentioned, these were just how it is tied to HDMI etc. Most likely in your case its a HW fault, something damaged or faulty etc. One thing I noticed you did not mention in your OP is this: Did you try with another HDMI cable..?
