There is a RMS function in Nero which doesn't do a peak normalization, but a normalisation which fits to a human ear. Just try it out. For MP3 there is a cool MP3Gain program available. It allows to normalize either track by track or the entire album by using a value of 89,0 db. It is very cool to create random USB sticks for car listening.

There's really no purpose for normalization except to make that track as loud as possible without using compression or limiting. When CDs are mastered the levels of the songs are evened out so they're all a similar loudness. If that CD was mastered at a low level and you normalize all the songs you will be changing all that.
