    Nero does convert to wav before burning. If you are making standard Audio CD's and NOT MP3 CD's you must have wav files. I would first convert the MP3's to wav and then set the audio level to whatever you want. Then they will all be at the same approximate level. As I originally stated I use Goldwave to do this.
