    It turns out, if you go into Project Settings > MIDI > General and uncheck "Control change 7/10 controls Volume/Pan of channel strip objects" it will also prevent CC 9 from controlling the mute. I imagine this disables any sort of channel strip MIDI control. I am using Logic Pro X version 10.3.2.
