I believe "Foreign Audio Scan" supposedly scans to see if there is a subtitle track that is forced on by the disc author, or is only used something like < 10% of the time. Either of these indicates that it is likely for foreign dialog. Handbrake will automatically include that subtitle track in the output. "Forced Only" will only include subtitles that are forced on by the disc author.
