You have both video and audio problems and they are separate issues. You only want to try to manage FPS settings in one location (e.g. NVSR or INI, but not both). Set any others to "0" or "disabled". Any changes you make to one INI file in your "Users" folder should also be made to the other (if present in that file). Audio is not affected by NVSR.
