I worked out what was going wrong with the audio out of sync. The first prototypes of my dvd used mp2 audio which worked fine on all dvd players except the cheap DSE dvd player. I then went about trying to change the audio stream to ac3 (sorry got acc and ac3 mixed up earlier) ffmpeg seems to work but I don't trust it making compliant streams.

Step 3: Here you may find the Audio tracks tab from the left pane. Hit on it and you will see there is an Edit button shown on the right pane. Click Edit and you will see the audio track sources window appearing, where you tap the box of Ignore audio delay for this track and click Accept when it is done.This may allow you to eliminate the audio out of sync within the program.
