The VOB files contained multiplex video (m2v) and audio (ac3 or pcm) (+/- subtitles). Just playing them directly can produce all kinds of sound problems. You need to open the VIDEO_TS.IFO file with your software DVD player and play the entire DVD from that. With that said. You should have gotten the audio files when you ripped the DVD.

DVD Decrypter isn't fully compatible with Vista as I recall- and you may have to run it in compatibility mode. The two files generated by Decrypter can be used in Womble. DVD Fab will rip to VOB files, but I have no idea if these can all be imported in Vegas as a single movie.

DVD Decrypter and AnyDVD both find the wrong title inside the DVD. They actually find the commentary video because it's the largest file. The audio is selected manually by the user in Decrypter so that's why you get the mis match. So, if you select the correct title (it's the 1:02 long title, not the 1:32 one) everything will work fine.
