      Check your sound system, maybe its the inputs on your TV or reciever, so try it on a different TV. If you have access to addtional/different DC cables, try those. If you have tried changing/fixing everything externaly and its still doing it, then it could be an internal problem with your dreamcast like a faulty resistor or capacitor.

First off you have to verify that your TV or whatever display you are using, is able to produce sound when displaying in VGA mode. If it does then there should be an 3.5 aux jack or in some rare cases L/R audio inputs near you TV's VGA connetion.
