According to here, audio format 0x55 is "MPEG-1 Layer 3 (MP3)", and should be supported by l3codeca.acm. I do have l3codeca.acm in /usr/lib/codecs. Thanks for your response, I am using MEDIATYPE_Audio as major type, I wonder Is there any other way to resolve this problem? the codec used by graphedit to decode the audio stream is the "Fraunhofer IISMPEG Layer-3 Decoder" (l3codeca.acm) this is not a DMO nor it is a Windows Media Codec...

Format 0x55 is mp3, which shouldn't be a problem I thought, and AVIcodec shows the audio format of the readable and non-readable files as being exactly the same. Both types of .avi file play in Videolan player, and show as using the exact same audio and video codecs.
