Like I said I believe it to be a wiring problem outside of the system itself because engine quickly drops in voltage above 4000-5000 rpm.     The problem is the huge drop to approx. 7.3 volts when trying to start. I would start by checking for a poor connection. Remove the battery cables (one at a time) and clean the contacts (even if they look good) then reconnect the battery cable. Remember the battery has at least two cables and each cable has at least two ends.
