Cutscenes are fine, its just during actual gameplay the problem occurs. Im running Windows 7 x64, and my soundcard is built into my motherboard.

Doesn't Arkham Asylum use Nvidia gameworks? If you're on AMD hardware, it could be the cause of stuttering. Try turning off stuff like Ambient Occlusion and Depth of Field.
