While troubleshooting, the phone call was traced in entirety using hardware tools, syslog tools, and even wireshark-type tools. When the one-way audio would happen, it was discovered that the traffic between Intelepeer (ITSP) and AudioCodes (SBC) was still alive. Audio was good. DTMF was good. The leg was active.

You can see here that the IVR (HMP) then sends the RTCP packets for this call to the audio port (17625) originally requested by the AudioCodes SBC. Resolution: The one-way audio issue experienced was a result of differences in RTP port spacing. Dialogic HMP utilizes even number ports only, while by default the AudioCodes SBC utilizes a mixture of odd and even number ports.
