Since moving to the new Skype (8.16) I also get no sound notifications unless the window is active in Windows. This was not a problem in the old Skype and is a significant backwards step, as messages are missed for a considerable time unless I regularly keep checking the Skype window.

With 'old' skype (v5) i was able to have an address list that only had them in it; and, more importantly for me, i got an audible notification every time they came on-line. New skype gives me a very cluttered list of contacts, and i can't find any way to get an audible notification when a specific contact comes on-line.
