Configuring Linux ALSA/Pulseaudio for best sound

I am just concerned that I would prefer all data to either be handled at its actual bit/sample rate or alternatively be downsampled to 16/44.1 (which if I am not mistaken, will cause almost no audible loss/nasties given a good downsampling mechanism/function).

As i understood, the config option alternate-sample-rate should make pulseaudio switch to a different sample-rate when there is only a stream connected to the output that matches that value. I prefer to keep the default to 44100 to hear music and just switch to 48000 when i watch movies.
